Does Google recognize those sites that put a bunch of random keywords on the bottom?

You know when you go to some websites, and they have a whole section of keywords in tiny font at the bottom of the page that may or may not be relevant to the website itself. Will these sites get Google bitchslapped if they do this, or is Google able to recognize that they are trying to sorta scam the system?

Not only will you eventually get slapped but those are grounds for account termination
