If you're trying to get a main page just right and repeatedly change the way keywords are laid out, and try variations on the same keyword phrases, resubmitting to Google each time to see the results, does Google penalize for this? Also do you need to resubmit the page to Google each time you do that, for quick results, and does Google penalize for frequent resubmissions of the same page?
