Does Google Penalize Repeated Changes in Keywords and Frequent Resubmissions

If you're trying to get a main page just right and repeatedly change the way keywords are laid out, and try variations on the same keyword phrases, resubmitting to Google each time to see the results, does Google penalize for this?

Also do you need to resubmit the page to Google each time you do that, for quick results, and does Google penalize for frequent resubmissions of the same page?

no Google Don't penalize for these but Gradually it will become difficult for yourself to work with and deal with this type of matters. so at first select some keywords by keyword research then Go for other works.
    thanks

Of course you can do the changes you mentioned, but you need not resubmit it to Google each time you do the changes. Just try to get it cached as fast as possible.

no penalty but your website won't be rank high for frequent changes on title/keywords.

Is there any other way to get it cached quickly except by resubmitting it to Google?

Yes, for instant caching of your webpage create some blogs on blogspot and wordpress.com every time you want to cache your page just publish a post on these blogs as google cache these blogs very fast and your link/page will get cache very soon, well tried trick no harm.

That's a very interesting insight. Thank you.

It's important for anyone doing SEO to remember that Google searches are based on the pages it has cached, not live pages.

no Google loves new and updated content, but you have to ask yourself the question can you handle the constant pressure that these updates present?
