Not at all as long as that site is not under penalty itself.

Yes, if you have too many (more than 10-15%) unrelated links unless your site is related to everything like search engines, news sites, etc.

Don't link to them if they are de-indexed because of doing link spamming. You can link to pharmacy sites unless they are not spam sites.

    site:example.com
will show you the pages of example.com on the Google index. If you can't find the site there and you need to feel safe, just don't link to that site.

    info:example.com
If you search above on Google, you can see the Google's cache for the site you want to link. It is a simple alternative of http://web.archive.org. You can see the cached version of any site by info:example.com Google's cache is usually kept for 2-3 months. If the site has a cached page but has no result by site:example.com, it means the site was de-indexed (removed from Google's index). Most probably you can't find a cached page if you can't find an indexed page. Because the cache will be deleted after a few weeks or months after the site is removed from the index. Probably you will be late to check the Google's cache before the next refresh period. But if the domain is older than 6 months, you can be sure that Google had a cache for the site in the past and the cache was deleted because of de-indexing.

Think of it this way -- Google won't penalize you for linking to good neighborhoods, but can penalize you for linking to bad neighborhoods. Always be judicious with your outbound links.
