Does Google Pays for Every Click?

It seems odd but as I have noticed google does not pay for every click.

Recently, I have checked my adsense report and found some clicks are not being paid.

    Had anyone faced this issue?

Yes, sometimes I have 2 clicks that add up to 1 cent.

I guess it's clicks that advertisers are paying 1 cent to have, but google also takes a cut of every click, so the add doesn't add up to 1 cent on its own.

They only pay for the valid ones...
Don't click your own ads or don't ask anyone to click them, and google will pay you for every single click...Most of the time :p

Or may be advertisers choose not to pay anything when their ads appear on sites other than google search results.

No that's not possible, it's either enabled for sites other than search, or disabled, no free clicks
