Does Google (or Yahoo!) rank a page based on the cached page?

I know this is a basic question but does a search engine evaluate the site or page based on the cashed page?

I have been making a lot of changes on my site this week and I heve also been putting a lot of links to my site in derectories or on other sites etc. I noticed my sites are going ups and downs on both G and Y rank. It went up 20 yesterday and 20 down today, something crazy like that.

However both(G and Y) of their caches still show the page(s) of 1 week ago, before I started to make changes.

If they evaluate the page on the cached page that means the ups and down of my rank is because of "out-of-the-page" elements, am I correct?
(Nothing's to do with the changes I made WITHIN the page?)

    Thanks!

when search engines crawl your pages only then they will know about the changes you have made to your site and only then they will decide what to do with the changes done

Google also receives the site update information from the servers.

And they give ranking only only for the cached pages.

U can observe, some people will do the domain cloaking. They will show high PR. Bcoz, google sees other domain in place of their domains.
