Yes..google counts do-follow and no-follow links..don't believe anyone just check your webmaster tools..if you already added your site in twitter and facebook, you can see that link in google webmaster..as you know very well that twitter and facebook give no-follow link. I think now it is clear that google counts no-follow links..However to look natural in search engine eye you should bring links from both no-follow and do-follow sites
No. Nofollow links has no significance in ranking a webpage. However, it can bring referral traffic to your site.
It can be said almost not influence or affected with the nofollow backlink . I believe building nofollow link is waste of time unless those link able to help you gain lot of traffic .Then the backlink might be useful. One backlink set to no follow , google unable to crawl to your site and your site unable to crawl over their site. So i believe it useless.
Before penguine update google did not count the nofollow links but after penguine update it has been started that google will count the nofollow links also because only dofollow links google does not follow he accept these types of links manipulating not natural links. so mix up your links it should be some nofollow and dofollow.
