Yes, Google does count backlinks from PDF files... They are like backlink from any other source (as long they are relevant to your website) As far as footer links are concerned, they are not enough valuable for a website.

yes ofcourse google index the pdf file and give the backlink,,but make sure plz use fresh content & keep keywords density in your favor..
