Does google charge you more than your maximum bid?

Hi, I'm new to PPC and I hear people say that if your ad doesn't meed certain requirements, google could 'slap' you with a high CPC. But, when you want to create a campaign, there's a space to specify the maximum amount you want to be charged per click. Does google have the right to charge you above this? Also, what is the minimum daily budget?

I am not sure, but Yes, Google may use 20% more than your maximum bid. Read the policy.
