does google adsense accept websites with copied content? if no how some sites with copied content ad

They don't.
If you see sites that are not compliant, then report them.

If they really big, then they could be Premium publishers and as such they can negotiate their owns terms and conditions, so the usual ones do not apply to them.

That is why I said to report them. Chances are Google does not know about it. They can't check every site in the network for ongoing compliance.
