Yep, sure does. I have been using them for well over 3 years and I wouldn't like to use anything else to be honest. I prefer them over Google Ads.
when you select CPC you get lots of clicks and bear huge cost and in return you get very low conversions. when you select CPM you get lots of impressions and no clicks on same ad ! result = costs with no ROI !

Facebook ads work.. but only for some niches. stuff like credit, finance, travel, narrow hobby niches sharply targeted at people who have that Facebook interest.. that works. on the other hand, keyword-level targeting as with regular PPC is sort of impossible there and you will be just wasting your money if you run a wide campaign.

Depends Really what you are advertising... On Facebook people are in cruise mode and social networking and see your ad, and maybe give you a curiosity click. Where as on Google, people are in search mode and trying to find an answer or solution. It all depends on how you use them.
