almost all directories are paid nowadays, free are link farms or pr0, very hard to find quality free directory

Directory submission still alive as i think. But it depends on your work quality as well database which you are maintaining for directory submission. So i will suggest you to use the good directory like dmoz and yahoo you will get the profit of all.

Is there a difference between article's with hard links as opposed to directories. Is one valued more or is it just distinguished by the rank of the site it's on?

 

Directory submission is pretty much useless, except for high trust, high ranking websites. The pupose of directories is to get some traffic from being listed. Most directories will not get you traffic, so just submit to reputable directories so the link back towards your website will help your link rank.

 

The quality of the directories you submit to is very impoertant. Low quality directory submissions will do you no good

So can you please explain where did you get that information? i know they are time consuming. and the only reason of that is they are getting popular every day. the owners of directories stopped adding new sites, increasing the pending list. 90% of the webmasters submit their sites or their client's site to high PR do follow directories.

my own experience of last 2 months :
i have started a new blogger site and just by solving some On pages and after writing 5 articles with Images i started directory submission only. i did it for 15 days. and recently i was accepted in 5 directories. and believe me or not it gave me a hike of 40 position in Google Search engine. So i can definitely say that they are working without any doubt.

I think directory submission is very effective, do regularly and consistently directory submission for your site. With directory submission you can do micro blogging, social networking, bookmarking...

 

Directory submission has lost its power since Panda (and its subsequent updates) but many still swear by it
