I know CPM means Cost Per Thousand but im not sure exactly because this sounds to good to be true.

If I hire a company to get 1 Million hits to my website and I am getting lets say $1 CPM that means I get $1,000?

I mean would this be against a companys TOS? Even if so how would they be able to tell?

CPM - $ that u would get if the page is viewed 1000 times.

    ur calculation is right.

if the company u hired sends unique visitors in a legitimate way then it would not b against TOS.

But paying $19.95 for 100,000 unique visitors to your website in a month or under, you know the sort of packages you find on the web, anyway they are a good way for you to get banned from the CPM networks. You have to send quality. No network will want 100,000 page impressions on their ads with hardly any clicks or leads for their advertisers, no matter if it's CPM, CPC, etc. Advertisers are still paying for advertising to return on their advertising investment.
