There are some cpm sites like cpx24 and topeuro etc that does not look what site their ads are displayed.I think you can try such cpm ads
try infolinks they are best for blogging site. and don't require lots of traffic you can easily be accepted.

No, a lot of CPM companies reject bloggers over profanity, political opinions, or other criteria that freedom of speech gets your blog shot down for. Speaking as a Blogger, I'm telling you from experience, unless your Blog is neat and clean, your not gonna get picked up by a huge chunk of the companies out there. The two I've been having the most luck with are... ProjectWonderful.com (It's not EXACTLY a CPM or a CPC site, people bid on advertising spots on your page, loosely translated, you can get anywhere from $.50 - $1.50 per 1000 Unique Visitors a day using this website) But Project Wonderful will take even low traffic blogs so long as you have a decent amount of content on it (I think there minimum is 30 posts of blogging) Blogads.com (Extremely high paying but are very selective with blogs due to there really good pool of advertisers.) It's a heavy application process but they tend to lean more towards the 10,000 UV a day blogs, but I've seen them also pick up a few less trafficked blogs because there content was what there advertisers liked.
