does clickbank charge you for having a dormant account?

I read something that confused me. If you have a dormant account, do they charge you for not using their service? I've never promoted a product from clickbank so I have zero money with them. Does this mean I will get charged since I haven't logged in over 90 days? Or do they only deduct money from the amount you have made currently?

    this is from their site:

They can't charge you unless they have your billing info, which I don't think they can do. If you pile up a lot of negative balance, just get a new account. Some people have dozens of them

    Accounts with a positive balance

If your balance is $0, they are not going to charge you anything.

If there is some money on your account, then they will deduct money from there, but they won't charge you any extra money.

okay, but what if I opened an account, didn't use it for 10 months and a half, so it was 0. Then I started to have 2-3 sales per month consistently. Are they going to charge me when I reach CDR? I made 4 sales so far (more than 100 dollars in earnings), but still waiting for CDR. My payment net balance shows the whole amount without any deductions. They don't mention they charged me or are going to charge me. Am I going to be charged when I reach CDR?
