I want o know if buying internet traffic with some who is selling for like $22 for 1 million web traffic will increase PR for my site? I assume they are mostly pop unders, etc.
Since the traffic will not be relevant to your site, why would you do it. If it's just to alter the stats, then it's dumb. As for increasing your page rank no. There is no relationship between traffic and page rank. Only links can do that.
Traffic and PR are not relative. I know of sites that get 150k UV a day (direct, referral) but have no SERPS for anything. (or PR for that matter).
You will be lucky if google doesn't end up penalizing your site instead. If I were you, I would just drop the plan of buying traffic. It be a waste of money since there's a question on how long can you sustain it.
You don't good traffic to increase your PR. You'll need good linkbacks to your site for that. But remember, buying links is not always a good decision. So decide very seriously what you are going to do.
