Im willing to invest some money in promoting some sites i have.. And im thinking of buying links. Im operating on the mexican market only, where there are few pr7+ sites.. What advice could you give me regarding buying links? Mexican market only? Spanish only? niche only?
Yes, buying links does work! The best advice I can give you is to buy links on sites that relate to yours. Google can determine this, and related links from a high-PR site are a tremendous help to you! Good luck!

Don't worry too much about pr. i'd say make sure thay are at least pr2 and make damn sure the anchor text is correct. How is the $ in your country?
as long as your money is spent wisely....on links from related sites with the proper anchor text. If there is a lack of relateds site buy a link from the Yahoo Directory. Its expensive but it could help you get a leg up on weaker competition
If its in within the client's budget for the site...YES I do....Its a link from an authority site.....In my experience it gets your site indexed faster and crawled a lot deeper......... In another instance I was stuck at number two ranking even though in my opinion I had a lot more targeted links than the number 1 site and a link from the Yahoo Directory and from the DMOZ put the site at number 1
No it doesn't help at all. Only 'quality' links help... So you must be careful in selection of getting backlinks don't run for quantity or PR of backlinks. You need to consider actual worth of that pager on which you'll have link. It maybe a PR0 and getting thousands of your niche visitors or it maybe PR7 and gets 1 or 2 visitors {by chance} in a month. While it might help, you should be extremely careful with this. Google definitely does not take kindly to links that are bought, if they find out that a link was bought (apparently using various algorithms...) they will negate any PR passed from that site (for that link). A while back Matt Cutts discussed this issue and stated that you should buy links for the traffic it might bring, NOT the PR. He also suggested that sites that sell links use "nofollow" in the links. I think you might be bypassing step #1 which is finding the search terms or keyword(s) you need to be focused on. As far as the yahoo directory and PR links it's all irrelevant if you're anchor text is crazy petes website but you're selling beer pong tables
I'll echo what others have said: PR isn't the whole deal. What hasn't been mentioned yet: Regional links are a good idea as well. A link from a good local directory is good. Stick to quality, regional links and on topic links (these don't have to overlap). First investigate what links you can get for free. Smaller markets often still have significant links one can get for free - especially if the site you are trying to promote has good content, but in some cases even without. Find a local business directory for instance. Yahoo isn't really a good idea for your market, it's basically (as far as the business directory is concerned) a US only space. Too expensive for the value you would get.
yes buying links works . because you will get more traffict , sites linking to you pages , increasing page rank ....
since early this march i bought some text link, and i still wait for goolge PR updates. for traffic wise, none traffic come in, very disapointed.
Quality backlinks helps in getting things going on and purchasing link from a related site which has some traffic or PR < if you are looking for PR > can help . But pay attention not to buy a link from a site which looks like a LinkFarm . Linkfarms wont be of any good .
