How many links and how quick? 10/20 a day isn't a big deal and you shouldn't worry about it. 1000/2000 A day than you might want to reconsider. You also have to think that if you build 10.000 links in a week from forum, guestbook and comments on blogs for a completely new domain with few incoming links you'll probably raise some flags and might get sandboxed.

The main problem isn't building links too fast the problem is keeping it steady specially for new sites. If a new domain has a sudden peak (thousands) in their incoming links and than it stops there is probably something fishy about it.

Of course if the links come from CNN, Fox, NY Times etc I wouldn't worry about it :)

Yeah that should be avoided for Google might see it as manipulation, links should be built naturally and dynamically.

40 to 50 quality links per month would be sufficient if you are also doing other Off-page efforts

Best to think about the quality rather than the amount. Links are best made naturally and relevent to your site :)

Building backlinks in too aggressive a manner is detrimental to a site's ranking, especially given the fact that the overwhelming majority of such links tend to be of marginal quality. Another important thing worth considering is making sure there's a certain variation to the wording of the links' anchor text.

I have noticed that if I build links to a very competitive keyword on a newish site, I get hit by the 'sandbox'. I don't think that generally you get penalized unless Google flags very quick link building - like thousands of new links per day. I recon that a human from Google will then go and manually check it out. I have a friend who regularly buys lots of links and generally he gets away with it. However one time he built about 60,000 in one month and got slapped with a ban!

I think If you build too many links in a short time just like few hours and the sites link to yours are not related. Rhen it maybe harmful to your site. Google will think that you try to cheat them.

unless you over use it as the other post said (10,000 + a day/week) there is no problem. Many people I know who have the money and a system in place build several hundreds a week and rank high (of course most come from a domain with a high PR at its index). If you want to buy a lot, then dig deep in your pocket and buy from authority sites.

*sighs* how can someone offering 'professional seo services' be asking such basic questions?
If you can't get this right for your own site, what the hell are you going to do when someone pays you their hard-earned money to seo their site?
