If those blogroll link is dofollow then yes it could help increase both PR and website authority score. It could help even from PR0 blog since the zero does not mean completely zero value at all. However, I would recommend you take a look at those blog to see how many outbound links they do current have. The more links, the more divided PR leak for each link in that page.

You are misunderstanding the working of PR. To get PR juice, it does not help to putting their links on your site. In fact, you need to find ways to put links on those high PR sites/blogs for PR juice to flow to you.

It could be just coincidental that a PR4 site has several higher PR sites on its blogroll.... but their existence there is in no way responsible for the blog's PR rank!

No No No ... the important thing is usa.gov is PR10 (the God), your blog say PR0 (slave/peon/greenhorn),

if your blog appear on the God page, your status will be ranked higher as The Knight (PR5 up to PR 7).

If "usa.gov" appears on your blogroll, their status still GOD! and your status still slave ...

    you got that, bro?

Higher PR usually indexed by google fastest, my PR3 blog (age 2 year) sometime need only 5 minutes to appears on Google SERP.

How to get domain name with high PR instanlty? PR3 up to PR6? Buy backlinks or Get domains here:
    http://forums.digitalpoint.com/forumdisplay.php?f=59
    or
    https://auctions.godaddy.com/?ci=13335

The price can be 3x up to 50x than fresh/new domain name.

    Check valid domain PR here:
http://checkpagerank.net/ (if not valid/forge, just double check at google info:"domain".com )

Check whether there are strong or weak PR backlinks here:
    http://seopro.com.au/free-seo-tools/link-checker/

    Happy hunting!

i mean useless for increasing PR, but that link good for your own use or visitor use.

may be your blog/site content must be excellent, so the webmaster of usa.gov will interested in adding yours. just check what kinda sites keeped in usa.gov.

    hope this help you.

For me blog roll helps one site to gain good PR and SERP rankings. This why many sites use blogroll of their site for link exchange.
