Blog commenting is one of the best off page technique.But most important is to post quality comments on relevant blogs.In blog commenting,its very necessary to post useful and relevant comment on blogs otherwise blog owner will not approve your comments and this work will be total time waste.
Depends on the niche of the website and the spam control system in place. Some spam filters seem to be automatically blocking valid comments.

Look for blogs with commentluv enabled. It lets you post a link to your most recent blog post, so it can be helpful for backlinks. Just search google for "[keyword] commentluv".

Yes, but only if you do it wisely. A bunch of spammy, low quality automated comments pointing to your main site is a bad idea. Take some time to manually comment on DoFollow blogs. Make sure they're legitimate and actually something you'd approve on your own blogs. You'll find that a handful of quality comments on dofollow (PR1 or higher if possible) posts is much more effective than thousands of junk comments on spammed pages.
I don't use any blog commenting software because I try to steer clear of grey-hat techniques but wouldn't the aggregate amount of links that are produced through such spamming have a positive net effect; you are still creating back links albeit they are poor quality links.

They can still be effective, just not on your main site. There are plenty of web 2.0, video sharing sites, article sites, etc, that can handle and still benefit from a TON of links.
Yes they are as effective as they were before. Just make sure you don't spam and use scrapebox and blastout your comments. Take some time and manually comment out (Even 10 blog comments with PR 2 or higher would give you a good boost in ranking)
I totally agree but you put wrong number inside. You would not need thousand, you would need millions or even billions of them and i m not sure if it will work then...
