I look at it like this. Which site would rank better? Site A with no links OR Site B with links? Let's assume that the content of the sites was identical. So, basically we have two sites, one with and one without links. It seems pretty logical to me that Google would rank the site with links BETTER than the one without. Of course you also need to take into account the quality of the sites we're talking about, but just for discussion purposes I think that ANY link is better than NO link. So, I think that blog commenting will always work. You may need to change HOW you use it, but I don't think it is pointless.
Absolutely right. But we may also have to mix and match our link building strategy. Only having blog links might look spammy. Just my opinion.

I am not recommending auto submission software , ultimately you will end up by spamming your link . Also focus on your niche only. And blog commenting is the only best way to get authoritative links freely.
I have few tactics , try it some time it will work for you also. 1. Search in Google " Top Blog list [ your theme/category ] - you will find some people have listed top blogs in there web sites . You can check those web sites and comment. Try to alter the search term based on requirement to get more relevant results. 2. Check these websites and search for your niche .Blogcatalog and Sponsoredreviews . You can find may of other web sites like this on the net. 3. Back link analysis of your competitor website - You can do this by using free option in Yahoo site explore. "Link:competitor domain name " and search in yahoo. ( This option soon will call off by yahoo. You can use other back link analysis tool such as SEO Moz or Majestic SEO .But they are not totally free. ) Check the results and look for the blogs that has given links for your competitor . You should be also able to get a link from them.
I especially like your third idea. It's a very good tactics to see what competitor is trying to do and replicating it.
I have seen good results from making high PR blog commenting in my related niches. I went from a PR0 to a PR2 in weeks. I did some fiverr backlinking as well, so I can't say for sure which did the magic for me.
