I still use blog commenting for about 20% of my linkage but it is hard to find dofollow blogs unfortunately.
Depends if you mean for traffic of seo purposes.If you're leaving you're link on a page with tons of other links then probably not, however if is is a niche related blog and you leave a genuine comment then definitely yes and it should have some seo benefit too as I understand.
As people say you need to find do follow blogs, it really depends who or what you are building links for? a personal site or client site? if personal then yes but for client probably a waste of time
Blog commenting is still good and probably it will continue to be. I generally comment on any relevant blog to my niche and place a link back to my site. The comment should not be spammy at the same time. I really don't keep a track of it being do-follow or no-follow though. It's always good to have a link back.
