Banner means images. If you can successfully promote your product/services through pictures, why wouldn't it work?

Banner advertising works, but I'm not so sure about banner sites - I usually pay for my banner to show up on other sites, or you can use traffic exchanges and safelists, put a few banners out there for free and see if they work for you.

On my internet explorer version, there is an option to get rid off banners and popups.

I don't think that free banner exchanges are helpful, because it's so easy to generate fake impressions... In the end, your banner will rarely be seen. You'd better purchase some ad space on sites that are really connected to your target-audience.

I'm not an expert on the matter, but I do know that whenever I see annoying banners with motion or images (especially with sound), I just use AdBlock Plus to get rid of them immediately. Most people associate banner ads with being just spam, so they will make substantially less than regular text ads.

If you have new ideas about how to implement the banner ads, though, try it and see what happens.

It depends on the quality of the banner design, if it is attractive it will work.

Depends on many things, your market being a big one. Any service or product which is geared towards the computer savvy (such as web hosting) is going to do pretty badly because computer savvy people tend to not click on ads, and that's if they don't have an ad blocker installed on their browser.
There's a reason why banner ads went from $100/cpm to about $2/cpm within a few years, and it's only getting worse. With the masses of traffic which comes through Google, text links are far better and a longer term strategy.
