Whenever I asked this question, How to increase page rank for any website? the only answer I get from all around is "get relevant/quality do-follow backlinks" to your site. What are your opinion here. Is that enough or need to work more areas ........

Back link is only one factors,there are so many other factor which also involve in page rank. Like your domain age,amount of visitors on your site etc etc. So we can't say that just on the basis of back links Google assign PR.
