Does anyone make money selling leads using adwords?

I have heard of people making thousands of dollars just selling leads to other people. Does this work?

I used insurance leads and made a little money a few years ago but now insurance is so saturated the last time I tried it, I hardly got any visitors and moved on. I have talked to people who claim to be doing great with pay per lead at Adwords but they weren't advertising insurance. I am sure it works, or people would not do it.
