I have heard of TLC and Photoshop. Apart from these are there any others? Also can I create vector images in PS or do I need Illustrator for that?

That's not true. Those are vector programs, yes. But Photoshop has vector tools. I have designed many vector logos in Photoshop.

This is correct, it's getting harder to tell the difference between them as versions get upgraded.

I think Illustrator works best, I find the pen tool more accurate than the one within photoshop.

GIMP is open source, but very different from Photoshop. After being a PS user I can't go to GIMP, but it seems ok.

Depends if you want printing quality (newspaper, book, magazine, letterhead, businesscard) or web quality. CorelDraw is great for printing quality as well that it converts well for many printing companies.

Also for styling you get a boost using CorelDraw for office looks as it just comes out so clean when you start off. Photoshop is more for realistic material but still offers very strong features for designing logo's but as said its more of an after fx program.

Well the high quality for creating the logo is by using the illustration or corel. Professional people use it for designing the logo. Try it out.
