I've set up a forum but I'm not getting that many hits.

Does anyone have any ideas to build a userbase?

    My site: 0ad.me

What does your forum offer that people can't get at other forums already?

Maps for the 0A.D. Game and the ablity to login with facebook.. Thats it at the moment.

I've had a tonne of downloads of maps but not that many registrations. Maybe because I implemented FB Login i should turn off downloads for people who aren't logged in?

Well logging in via Facebook isn't unique (we even have that here). People aren't going to use your site simply because they can log in with Facebook.

Well I suppose that it's just the hosting space for the Maps for the 0AD game.

Facebook Connect is underused across the board. Not many small-medium forums have it, larger more broad forums are more likely to have it, like this one.

I would recommend starting a blog and slowly building a community and visitors. You can use the blog to spark discussion on the forum by linking the both of them together in some way.

Try to make your forum have a max of 15 to 18 sections more is a bad idea in the long run more can make your forum look dead. Try to get a few friends to be mods also a good looking forum skin template can attract members

Big question is if your topic is popular or broad enough to attract enough members who will be active daily.
