Well most of the plugins on WordPress.org are GPL and free, although some do have paid versions. Is there a plugin you were looking for?
Plugins are added and deleted everyday so I don't know of an actual list of all free plugins but you can just look through the plugins on the wordpress site if you are looking for something specific.
Every plugin the wordpress repository is free and in case of plugins especially, 90% if not more of free plugins are submitted by their developers in the repository. Themes are a different case altogether though but official wordpress repository is the best place to find free and quality plugins. Remember one more thing. If you use a free plugin from some unknown website then there is no guarantee that the developer would support it a few years down the line or for future wordpress versions and you are then left in a big mess. So, the thumb rule of using plugins is to use tried and tested popular plugins from reputed developers.
