Does an index page constitute content?

    I understand you can only put adds on pages that have content.
    I'm not quite sure about a couple of pages on my site though.

    I have an instructions area on my site (for my game) and there are 30 pages of instructions. Now there is an instructions index page and all it has on it is a list of links to the 30 pages of instructions. I was wondering is it okay to put Adsense adds on the instructions index page? Is it classed as a content page?

    I think that instruction page is a content.
