Does AdWords declined unaccepable card instantly and why charging 11$

    Hi guys

    I listen that AdWords don't accept VCC any more. I have added one VCC and AdWords transaction is appearing in my account. Transactions are

    GOOGLE *ADWORDS S = 11$
    GOOGLE *ADWORDS S = 2$

    I just want to know does AdWords declined unacceptable cards instantly or informs after 1-2 days?

    Second question is I charged 10$ but in my statement 11$ are appearing? Any reason why charging 11$ + 2$?
