Does AdWords ever report fewer conversions than your internal tracking?

Just curious what others see. Last weekend I was reviewing a bunch of historical AdWords data various accounts I've worked with over the years and realized something interesting - 100% of the time AdWords basic conversion tracking reported a higher number of conversions than any backend system I've used - including a lot of the high end analytics packages. I expected it to be the case most of the time, but not 100% of the time.

Have you ever seen a case where AdWords reports fewer conversions than your internal tracking systems?

On what type of scale? (hundreds/thousands of transactions?) What are using for tracking and what are you counting as a conversion? Just curious.

Yes, because the AdWords attaches a cookie to every user. Some users don't allow cookies and those cookies expire after 30 days.

I know how it works....still can't find a single instance where AdWords reports fewer conversions than interbal backend systems.
