Does Adsesne Allows Proxy Sites ?

I have seen many proxies running adsense. They are like single page websites, with hardly any content on them. So I was just wondering how come google allows adsense being run on the. Is is not against their TOS ?

 

You can put it on the index page, but NOT put it on the proxy'ed pages.

Adsense is not allowed on pages that frame other people's content .such as proxified pages.

I assume google has a huge database of all the public proxies on the web... so do not try it, you will get caught
