Yes they do if they find out about it. It's not to hard to create one, just go to Google and type "privacy policy generator", or if you're using Wordpress, there is a plugin for it.

I don't think there is anything in such. Also these words are not directly from Google but webmasters are making assumptions after getting banned from Adsense...

But why wouldn't you add one? It is required by the Adsense Program Policies, and it takes only a few minutes to copy and paste the text from sample privacy polices, like this one:

i don't think so that if we does not have privacy policy page on our site they bans the matter is that if we have good and organic traffic from Google they will not ban us for sure ...

Though unlike; if they need it to make a reason to ban then they might. just get a privacy policy that suit you using privacy policy making wizard. "give auto privacy policy generator" in google and you will find more than enough site to help you out.

above all keep away from clicking your own links/spamming/adult content (which are the most common reason to get banned)

If they decline for privacy policy then why do not you add a small privacy policy text in a page of your website.

What? It is in the TOS that you should have a privacy policy. Not following TOS is grounds for being banned if they so choose. Ergo, not having a privacy policy can get you banned, and that is directly from Google. "expert"of"experts" I guess titles are easy to come by.
