    And I heard Google turn a blind eye for some perpetrators specially if its a big one or from a reputable or popular website.

    You'll see your ctr go down if you get on one of those sites. But you won't get penalized by google, that's just because a lot of web savvy people hit your site and they're less likely to click on ads.
