Does ad need to be 100% visible on screen for it to be ATF?

I know that above the fold means that it is visible on the initial screen load (without scrolling down).

What if an Ad unit was placed such that half of it is visible without scrolling, but you need to scroll down to see the other half? Is it still considered above the fold?

 

I dont think so, the ads should be displayed fully, it would be against the TOS if you hide any portion.

 

It simply means you cant hide any part of the ad.

 

I am not hiding part of the ad - it's just not completely visible until you scroll down.

It seems that to be above the fold, it should be able to be fully viewed, even though these do not directly state "fully" (it seems implied to me). If your reasoning for asking has anything to do with an important matter, I would recommend that you get more information for that particular case.
