does a website can get PR4 with small link popularity and small quantity of backlink?

    Hi,

    i learn that a website should have many backlink so they can increase their pagerank,

    but

    i found some website that has PR3 or PR4 but has only 4 link popularity on yahoo (checked by checkpagerank) and only 3 backlinks (Checked by backlinkwatch). is it possible? How many link popularity and backlinks that PR3-PR4 websites should have?

    Highquality means, High PR websites.
    Get backlinks from High Quality websites and it should be ok.
    Normally, to reach PR4, your website needs to be 2+ years old (though, I do not have concrete reference or proof but, a personal observation)
    Get backlinks from SEO directory services.

    So, a few of backlinks from High Quality websites can increase the page rank than a lot of backlinks from Low Quality websites?

    Honestly, the keywords you see at my signature will show that website on 1st page of Google.com and on first 5 results in Google.co.uk
    How I got this?
    1. Backlink from niche directories under right category.
    2. Quality backlinks Not necessarily PR based but, traffic based, famous as per social engines.
    PR rank of website that I am working on is 2 but, SERP is page 1.
    Go for:
    1. Good content (no plagiarism)
    2. Quality back-links and Social media promotions.
    Let people blog about you, let them share their blog.

    Simple?
