Not the way I read it. It only gives you external links in your signature if you're an established member with a signature. It doesn't make you established or give you a signature.
do not worry too much about signature links. I do not see any sig links at all (members can disable sigs in options, and I do this to make viewing on phones / small screens better) also, a guest (non-logged in member) cant see sig links. I do not know how many people can actually see my sig, kinda why I never really bother to update it.
