Quality Score is calculated every time your keyword matches user search query i.e. every time your keyword has the potential to trigger an ad when it is searched.

While determining Qualty Score ,Google consider following comands.
    1) The historical clickthrough rate (CTR) of the keyword.
    2) Your account history, which is measured by CTR of all the ads and keywords in your account.
    3) The historical CTR of the display URLs.
    4) The quality of your landing page.
    5) The relevance of the keyword to the ads in the ad group.
    6) The relevance of the keyword and the corresponding ad to the user search query.
    7) Your account's performance in the geographical region where the ad is shown.
