If I have a backlink to my website from a PR0 URL, but that URL belongs to a PR6 website. Does it still help my Page Rank or it doesn't really count?
Every link helps but the PR0 link obviously isn't as good as if it came from the PR6 page of the site. There are also other factors like number of outbound links on the page that are considered. So i would say if you are planning to pay for that link it's not worth much, but if its free take it and go get another. Hoodala
But, you also need to consider the potential of that site. if it is brand new but has really good potential, then snag that PR 0 link, and at the next update, you could be in for a new surprise if that site ends up becoming a pr3, or even better if it's higher.
PR of the link originating site is of no importance. Most important things is relevance. If you get a link from PR0 site which is relevant to your niche that will greatly help you. Whereas a link from non-related PR9 site wouldn't do the same job.
if the top-level is a PR6, this will propegate throughout the site and give every page a certain amount of weight, even if your link is on a PR0 page.
Google does not calculate their algorithm only on PR. But they give more importance to the value of relevant links do you have. It would not hurt you if you linked with PR 0 sites...
Get the link. Get as many links as you can from related websites. Forget about PR, and just try to get as many relevant links as possible.
Every link counts as far as the page is indexed by Google. Not to mention that PR0 pages today could get PR tomorrow

Yahoo, MSN, and others don't measure PR. So those PR0 links' importance in those search engines is unrelated to PR.
i agree... PR could go higher and it won't hurt to have that link... backlinks will never be negative towards your site so it won't hurt you if you have PR0 sites linking to you... and it makes sense because in a way you can't completely control who links to your pages ...
we broker them all day long from http://www.contextual-style.com and our clients links are placed on pr3 blogs, but the blogpost is pr0, but there still passing juice and working. We've seen huge results!
you will only get PR from a specific page, you don't get it from the whole site, so in this instance linking to a page with a PR 0 won't help.
IMO your best option is to follow webcosmo's advice - it's not the PR that counts the most, it's the relevance! A link from a sports site to your history blog won't get you much.. (but still more than nil )
