Uh... you're sending this to the FCC? I don't mean to be rude, but this absolutely ridiculous. The FCC doesn't care if you think someone added an HTML tag to your page. Do you have any leads to think it could be someone outside of your staff? Who are you acusing, anyway?

Ok I am actually going to try to help you here. It seems you really are not aware of how amusing you are to us all.

    1. The doctype is on almost EVERY web page. I bet frontpage is adding it without you noticing it. Frontpage is a piece of crap. It does things on it's own.
    2. On your server you should be able to see a timestamp next to each file. This should tell you when the page was last edited.
    3. You should be able to contact your host about this if you truely feel you have a hacker which is VERY unlikely.
    4. You can view server logs such as the FTP logs to see who has last logged in and match this against your file timestamps.

I hope this helps but really you acting like a person who ordered a hamburger and then went crazy when you see a pickle inside. "I didn't order a pickle? How did this pickle get here? I am calling cops on you for pickling my burger." Sorry but it's how you sound to us.

I really hope you are just pulling our leg and this is a joke.

2 pages where changed = fact.
1 by the hosting company for sure with permission the other page without permission from the same hosting company.
Now with the current host someone logged into the site from LA State on 7-13-05.

It's not a piece of crap. Anymore than any WYSIWYG editor is a pice of crap. It's a tool. And it depends, like Dreamweaver and GoLive (now THERE is a piece of crap) does, on the user actually knowing a little bit of what the program is doing. If you want good results, you need to put a little effort into learning HTML, etc.

And FrontPage does NOT add any DOCTYPE declarations by default, since it correctly assumes that the developer should make the decisions as to which standards s/he wishes to conform to. The only time it will add a DOCTYPE declaration to new pages is if you set it up yourself to do that.

I recall a South Park episode where Cartman was abducted by aliens and wound up with an 80 foot satellite dish sticking out of his butt. I think that's what happened to gatordun. That might explain what's going on with his web pages.
