I personally run a business and find that hiring is not only much easier but in the long run it will save you money. Outsourcing initially will allow you to spend the hours that you could have used doing all that tedious work yourself, on something that will be more beneficial for your business launch. There is a bunch of people who do work in that field so there is no shortage and since there is a load of competition it is easy to negotiate pricing on your projects. Sites such as freelancer.com has tons of people who have the skills to complete those tasks. I run a web design business so usually what i do to minimize the amount of revisions is present a detailed mockup and have the clients decide exactly what they want and then change it before submitting to someone to do the project. Regarding the cost, it's way cheaper spending on those sites than you probably would in your local area especially if your in the U.S. Hope this helped!
I have a different approach. I outsource EVERYTHING. I like outsourcing design because I am able to work with the right person for the job. If I am doing a responsive website, I can work with a designer that understands how to create the best views for each device. If I'm looking for banner advertising, I can work with a designer that really understands how to compete with clutter and create high CTR ads that will convert into customers. I find having that level of expertise in house to be expensive and challenging - expensive because you have to pay more to keep them plus the HR taxes and benefits, challenging because great talent either want raises or they'll move.
