Yes, there is lot of craze for learning spoken English in India. Many students prefer to study abroad for their better future.

I have seen guys with poor English working in MNCs and BPOs. I am not really sure how good or bad your friend is but initially he needs to give a lot of interviews to get selected. Even if he is average at English speaking, he can get a job at a domestic BPO.

I don't think English training helps much. If he has studied English all thorough his school life, he just needs to practice speaking with friend or family members who are good at it. However, I am aware that standard of schools in villages is not that high. If he wants to get trained, he should join a premier institute like British Council. But again, I would not highly recommend joining a training institute as most of the them are not worth it.

If you are referring to someone companies that provide training to employees while they are being payed, most of the international BPO companies do so but their selection procedure is a bit though (not much) and they don't provide basic English training.
