I do know something about Php language but can i become an expert in CSS? If yes, then can i earn huge just because i am an expert in CSS?? CSS is popular so I agree you'll have a lot of competition, but you should be able to make a decent living. If you become good at it, and have a nice portfolio, you can do well. It's not tough to pick up, try some online tutorials.
CSS is not enough for making good money. In addition you have to know at least HTML and some graphic software like Photoshop.
CSS alone would be utterly pointless, but Web Design (HTML, CSS and Adobe Creative Suite) knowledge would go a very long way when combined with your PHP. You could code Content Management Systems and other scripts, as well as designing premium themes for them, could make some good money that way.
Coding Content Management Systems (CMS) is pointless when there are excellent solutions like Joomla and Wordpress around - you can't compete against those. However, making premium themes coupled with some basic understanding on how and where to promote those could help you make some decent money. I have a cousin who is an excellent web designer but he is struggling with finding clients simply because he sucks at marketing his knowledge. I help him lately and my humble marketing experience already showed positive results.
There are professional firms that charge around $200US for psd to css. This is done at the high end, you will have to have quite a bit of experience before you reach at this level ( learning browser quirks, complex design coding ), it can pay quite a bit if you get good at it ( i once worked for a firm ), but it takes time, when becoming a css professional you also do need to have some design skills (basic). In general it's good to be well rounded so i would learn it only for that. In your free time you can also make a few extra bucks on DP (though it's really low ball right now). Good luck.
Frankly speaking, css on its own won't take you so far. But if you make a powerful combination of HTML, css and php, oyu can easily make a killing being a freelancer. I was personally a beginner to web design completely but was able to start earning within a few months, about three to be spcific. Bid for projects at freelancer.com and accumulate a nice portfolio. Though it seems that you are a link builder, let me put you up with a true story. Its neither about PHP nor about CSS, its about your honest will. You know some writers use to earn $1000 for writing 2-3 pages in Microsoft Word? Some Designs are sold out for over $10,000. Its about you being a bit exceptional than those thousands trailing around. Do whatever you like, maybe PHP or CSS, earning is everywhere. But you have to be the master of that and should work with your heart. Once it was time when I earned $10 for a CSS work. Now somehow I earn $100 for the same kind of work. Its all about Quality.
Also another thing I should mention, like other members have already told that you should also learn some aligned things as well like PHP or HTML; its true. But it is also true that if you want to deliver a complete satisfaction to your clients then you will find yourself involved in lots of other things while you are doing a CSS work. So also aim at delivering a complete solution for a requirement.
