Like all other SEO efforts, you can never relax or stop when it come to link building because your competitors are not relaxing or stopping. it has been observed that website with higher PR are served with high value ads.
I voted for option 3. If it has a chance of getting you better results, you should at least pay SOME attention to it.
if you dont care about PR, you must have traffic source from somewhere else. its true that traffic is not proportional to PR, but generally higher pr gives you higher position is serp. Even in product search, pr matters. I know that nobody will tell you this. Regardless of what all those "pros" say, PR is an important factor in google product search, that i KNOW. as for an earlier comment that people would not buy from a site with no green bar? that's a real joke! only those semi-savvy have the bars even installed. AND the semi-savvy is not really savvy if they have google tool bar installed in their browsers! Do you know what those toolbars do? they kill you computer!
SERPs are independent of the Page rank. Figures that matter the most are No of visitors search engines are sending to your website. Page Rank only matters while considering a site for link exchange stuff.
I think that everybody here would like to have a page rank of 10. But the point is that page-rank has nothing to do with SERP. A lot of business owners do SEO for their companies and what matters for them is the high visibility of the web site in search engines. But if the business is a link seller or a directory or a whatever that can be fitted in this category high PR does matter for high ROI.
It is unimporant, even irrelevant, what I think about PR. It is very relevant what Google thinks about PR. And the fact that they are still dedicating so much time, effort, hardware, engineers, and money to calculating and publishing it suggests pretty strongly that Google considers PR valuable to them. As long as PR remains valuable to Google, I will continue to believe that it has some value.
If you have a good pagerank then you have high chance to be ranked above any other lower ranked page.
People are obsessed with PR because it still reeks of authority, the higher your PR the more you can command for advertising revenue

page rank for me is a great thousand foot view measuring stick. I like to use it only to show how far a website has come during the course of a project. If you get a client from PR 0 to a PR 4 in a year kudos are in order and it's a good way to show them that things are improving on their end. it's also great for deciding what websites to partner with. imagine you've offered to guest blog and have two replies. both websites say they have 100 unique users a day, but one is a PR1 and one is a PR4.. I would guest blog the PR4 any day. however, it does little else (IMHO) since we know that it is an approximate number pushed out by google and not the internal google pr that changes continuously and is used in the algo.

Website quality is that what really matters. Sometimes PR1 link on good website is better than PR 2+ link on a bad site. But if we talk about two pages on a good site, higher PR is preferable )
