Do you, or if you had the money, outsource SEO to save more time on actually marketing?

If you are talking about off-site SEO for competitive keywords, you need to learn how to do it yourself. The few SEO's who can rank highly competitive keywords can make a lot of money by doing their own sites so they only take large clients who can afford a minimum of $5K per month and up. It's not uncommon for some large sites to spend over $100K a month. If a so-called SEO offers to get you ranked for a competitive keyword for some low cost, ask yourself why they aren't doing it for their own sites? I don't offer any services, but I wouldn't take a competitive keyword job for $5k a month. You can make so much more by just working on your own sites. Even if you have thousands to spend per month, your letting someone you hire know that your niche is potentially very profitable and open the door to them competing with you.

I do outsource bits and peaces... but I organise the way it's done.
I dont like using SEO specialist as I'd like to have control over the issue.

I dont outsource to seo specialists with instructions like "get me ranked for lose weight fast", but instead I will hire cheap labor to do simple offsite seo tasks with very detailed instructions on exactly what I want them to perform. It works out pretty well. This way i'm not paying for the knowledge which I have already accumulated by learning the process on my own, but I am also not wasting my time doing a $4 per hour task.

I agree with the other comments here. Don't outsource it all (unless you have no idea what you are doing), but don't spend your time doing something mundane that can be outsourced for next to nothing.

No. we dont outsource SEO, because there is not much trustworthy company who can assure us a guaranteed SEO. We do it ourself.

If SEO is your non-core business skill, outsourcing an SEO would be a great help that can definitely save your valued time and let you focus more on your core skills.
