    Meaning, it would increase their PR, but would still depend on the techniques you used for the site to increase SERPs. :)

    Link building is good for increasing your link popularity, giving more traffic from other sites.

    I don't think PR has that big an effect on ranking. Keyword anchor text links are by far one of the most important factors alongside onsite optimization.

    Perhaps PR does play a factor but how much.. we won't ever know.
