I am a way off yet to getting an optimised site that adsense will work on - but if i was for example to apply for the ad sharing part of this forum and i applied for an adsense account without a full site - would i get an account or does google check your site out before approving accounts? I would be better that you apply with a blogspot blog for an Adsense account. I have read a few threads about people who applied stating DP as their site and got rejected.
you need a site to open...it can be a blogspot blog, but you still need a site always before opening an adsense account
You need a working website in order to be accepted to google adsense program. Of course the website needs to respect TOS. Then, you can add adsense code on any of your websites.

You do not need a website of your own to get into AdSense. There are AdSense Revenue sharing sites which you can use to sign up for AdSense with. As people have already mentioned, Blogger is one such place you can do it. Another is RateItAll.com (http://www.rateitall.com/wt-rateitall_economy.aspx). When you register at the site you can register for an AdSense account at the same time. I'm sure there are other like that out there too, I just don't know of any off the top of my head.
the best option to get started is to creating a free blog in blogger. But, dont allow them to manage your account.
