Their are plenty of site's out there that will charge you $600 bucks a month or more to have your link on their pr 7, 8, or 9 page. Otherwise the chances of you getting a link on a pr 9 is pretty slim unless you are already very wealthy and have thousands of bucks to spend. I think it would be wiser to concentrate on traffic buildup.
