    I think it is perfectmoney.com , and it is an e-currency , so you cannot withdraw directly from them , you have to use exchangers to get the money in your bank account , so not as easy to withdraw there , better stick with paypal i would say.

    its an e-currency and most people use to do HYIP programs and forex trading ..you can open account and fund it with private exchangers
