    This doesn't really pertain to me since I do manual link exchanges, however, was the site actually banned totally or just dropped in the rankings? Also, I think it is more the issue of exchanging links with unrelevant sites rather than using a free linking program. I think as long as you only exchange links with relevant sites, whether you do it manually or with the help of a linking program, I think you should be okay.
