in our capital city, it is forbidden to give away money or stuff for bums and beggars one can be penalized by law if insists on doing it
It is a moralistic question and it will depend on situation. However, I think the beggars is the part of society so government should care about them. If all beggars get a job then there is need not to give alms. In spite of for the current situation I don't want give alms if a beggar is OK with his health.
There is no way to verify if they are on the up and up, but being too hungry is a horrible thing. A lady stopped me in the grocery store parking lot a few weeks ago and said she was hungry and didn't have money, so I gave her some of my groceries. Then there was a homeless man with a dog sitting outside a restaurant begging, so I went inside and got him a meal, and bought his dog some meat. I know I can't afford to do much, but I help when I can.
Some of the attitudes in this thread make me sick. You do happen to realize that a large percentage of homeless people have mental disorders?
I don't normally give money to beggars. But I do believe in social service and helping people who are in real need.
I do not help beggars who are able and fully capable to do simple work. Old man and physically/mentally handicapped are exceptions. Regards, RightMan
